摘　　要：欧元的国际作用和影响胡小兵陈朝高长期以来，西欧为了摆脱美元在国际金融和货币市场上的困扰，维护自身的经济利益，欧共体国家从６０年代末期便一直在谋求建立一种稳定的汇率制度，实现欧洲经济货币一体化。经过近３０年的努力，终于在今年５月初布鲁塞尔欧盟首脑会议上...AbstractThe European Union Summit meeting in May 1998 finally decided to set up the European Central Bank on July 1 and start to issue Euro, the unified currency, on January 1, 1999, through nearly 30 years’arduous effort and preparation. While the sustained economic recovery of EU has provided a sound condition for the realization of the Economic and Monetary Union and Euro’s adoption, the European financial situation and the development of hi tech also offered a solid ground of substance and technology for the stability of Euro. Undoubtedly, the birth of Euro would bring a far-reaching impact on the European economy and politicts and the configuration of the world monetary system. It will become an important pillar of the consolidation, perfection and development of the European internal market, muscle up the economic and political presence of Europe, and gradually develop into one of the major world currencies to match the US dollar. Coming into circulation of Euro will help maintain the stability and balance of the international financial market and weaken the dominant position of the US dollar. In many ways it will deeply affect the development of the world economy, and provide positive opportunities for Sino-EU economic and trade cooperation in the future as well.
