岷江上游水电开发与四川灾后重建

摘　　要：四川灾后重建不能就工业论工业、就农业论农业,四川产业的发展与岷江水资源的保护息息相关。鉴于岷江上游水资源安全对成都平原的特殊意义,在灾后重建中,要把过去因习惯和利益的阻扰而难以推进的岷江上游水电建设调整、水资源保护提上重要议事日程。应采取源头控制,系统规划;适时调整水电开发思路;实行最低流量生态管制;统筹管理流域水资源;建立技术性重大公共决策机制等对策措施。About post-disaster reconstruction of Sichuan province,we must not be limited to industry or agriculture. The development of the industry of sichuan is closely related to the water resource protection of the upper reaches of the Minjiang River.In consideration of particular significance of the water resources safe to the Chengdu plain, we shall make the most of the opportunity of post-disaster reconstruction and drive forward the restructuring of wa- ter and electricity construction being detained habits and benefits in the past.Our measures may include source controlling,system planning,timely adjusting the thoughts of hydroelectric development,carrying out minimal eco- logical flow control,overall managing water resources of the river,and establishing technicality public policy-mak- ing mechanism,etc.
