摘　　要：国家自然科学基金委和地方科技主管部门虽然属于不同的部门,二者关系近来却日益紧密。本研究试图解释:1)基金委和地方科技主管部门为什么合作?2)基金委和地方科技主管部门应该如何合作?探索性分析结果表明:1)地方科技主管部门对基础研究日益重视以及基金委通过区域创新建设国家创新系统是二者合作的主要动因。2)合作模式包括合作层次和合作平台两个维度。合作层次维度包括3个不同深度和广度的层次。在合作平台维度方面,从可能性和可行性的角度看,将联络网作为国家自然科学基金委和地方科技主管部门的合作平台都是合适的。研究贡献包含理论和实践两个方面。在理论上,将对政府跨部门合作协调问题提供一定的理论基础和中国情境下的经验事实;在实践上,对于促进国家自然科学基金委和地方科技主管部门之间的合作具有一定的指导作用。The relationship between National Natural Science Foundation of China(NNSFC) and local authorities of science and technology recently becomes increasingly close,despite straddling the boundaries of public sector organizations. This paper attempts to explain:1) Why do the two parties collaborate? And 2) How do they ought to collaborate? Explorative analysis result shows that:1) Two factors contribute to the collaboration motives:The increasing weight which local authorities of science and technology try to place on basic research,as well as building national innovation system through regional innovation by NNSFC.2) Collaboration pattern consists of two demensions:Collaboration level and collaboration platform.Collaboration level includes three different levels with various depth and breadth.In terms of collaboration platform,from the possibility and feasibility point of view,the liaison network fits this well.This paper makes two contributions.In theory,this study provides a theoretical basis to some extent and experience for the issue of cross - sector collaboration within government in chinese context.In practice,this study offers some guidelines to facilitate the col- laboration between NNSFC and local authorities of science and technology.
