江西省碳排放权交易市场建设的现实性及对策分析

摘　　要：目前,碳排放权交易已经成为全球控制碳排放的重要方式。结合碳排放权交易市场的产生背景及内涵特征,探讨了江西碳排放权交易市场建设取得的初步成效及存在的突出问题,提出应加快建立碳排放统计核算及监测体系,合理确定碳排放权初始分配以及交易价格,探索建立省级碳排放权交易平台及期货市场,大力开展森林碳汇、林权和碳排放权交易,研究制定碳排放交易管理办法和政策措施,以期为江西碳排放权交易市场建设实践提供参考。Carbon emissions trading has become an important method of controlling global carbon emissions. This paper analyzed the primary results and existing problems of Jiangxi carbon emissions trading market under the background and characters of the carbon emissions trading market. The author states that Jiangxi should accelerate the establishment of accounting statistics and monitoring system of carbon emissions, determine the carbon emission right initial allocation and trading price, explore how to establish the provincial carbon emissions trading platform and futures market, carry out the forest carbon sink and carbon emissions trading and work out the relevant law and regulation in order to provide some suggestions for establishing Jiangxi carbon emissions trading market.
