摘　　要：通过对高等学校在我国经济建设、社会发展中的作用和贡献的论述，找出了面临的主要困难和问题，阐明了高等学校深化科技体制改革的主要内容。This paper analyses the importance and contribution of universities and colloges to the economic development and social progresses in China,and point out the main problems and difficulties in the scientific research of universities and colleges. Then the reform process of scientific research administration systems is studied in detail and key policies are formulated and evaluted in practice.
