摘　　要：城市面临的突发事件包括自然灾害、事故灾难、公共卫生事件、社会安全事件等。我国近年来自然灾害发生尤为频繁,造成巨大损失,而社区是各类事故灾害承受的主体。评估社区灾害应急准备能力对于降低伤害损失、提高综合应急准备能力具有重要意义。基于简单化和实用化原则,论文构建了二层三级评估城市社区灾害应急准备能力的评价指标体系,运用专家打分法确定各指标的权重系数,采用多层次模糊综合评判模型给出该方法的具体应用,为评估城市社区灾害应急准备能力提供了具有可操作性的评价指标体系和评判数学模型。The emergencies mainly include natural disaster, sudden accident, public health emergency and social safety events in city. Especially, natural disaster frequently occurred, which cause great damage and loss of life. However, community would be the main support to endure various disasters, and evaluation of disaster emergency capability for readiness of urban community would contribute to decrease the loss of disaster and increase the comprehensive emergency capability for readiness. The evaluation index system of three-level structure model would be established to evaluate disaster emergency capability for readiness of urban community based on the principles of simplicity and practicality. Furthermore, expert scoring method would be employed to identify weight coefficients of each index and multi-level fuzzy comprehensive model would be adopted to evaluate disaster emergency capability for readiness of urban community, which provides applicable evaluation index system and mathematical model.
