摘　　要：十八届三中全会《决定》明确提出,"创新社会治理,加快形成科学有效的社会治理体制。"基层社会治理是社会治理的重点和难点,基层社会治理的水平和效果直接关系到社会治理的好坏。因此,应采取积极有效的措施,完善基层社会治理方式,激发基层社会组织活力,实现基层社会治理主体的多元化,不断提高基层社会治理的科学化水平。It is clearly put forward in the Decision of the Third Plenary Session of the 18th Central Committee of the CPC that'Innovate the social governance and accelerate to formulate a scientific and effective social governance system'. The grassroots social governance is a key and difficult point for the social governance,while its level and result directly affect the result of the social governance. Therefore,we shall take active and effective measures to improve the grassroots social governance patterns and motivate the vitality of the grassroots social organizations so as to diversify the subjects of the grassroots social governance and continually advance the scientific level of the grassroots social governance.
