摘　　要：教育作为人力资源开发的重要方式日益引起各国政府、社会的关注。最初人们仅仅把教育的眼光局限于未成年儿童和青少年身上,而社会发展和科技进步使得那些曾受过,或未受过我们今日所称之为正统教育的成年人,也日益感到自身知识的匮乏和落伍。因而人们的教育视野放宽了,继续教育、终身教育已成为不可逆转的世界性潮流。人们面对的不再仅仅是传统的学校教育系统,而是包括普通教育、成人教育在内,采用多种形式的现代教育体系,为人们提供更为便捷的教育服务。现代远距离教育就是这一体系中特具其先进性的一种。本文将主要从上海人才资源高地建设的角度分析现代远距离开放教育的重要意义及其发展。As an effective way of human resources development, modern distance education, with the advantages of no time-space limit, flexible and convenient teaching mode and cost-effectiveness in the development of continuing education and lifelong education, is attracting more and more attention from governments at all levels and international organizations. The paper describes these advantages, emphasizing that governments at all levels and the whole society should pay great attention to distance education and bring its advantages into full play during the construction of Shanghai's talented personnel resources highland . At the same time, distance education institutions should develop their educational programs, hence themselves to keep pace with the construction's progress. In terms of the goal that at the beginning of the 21st century, Shanghai will be built into one of the international economic, financial and trade centers and Pudong will be built into a modernized outward and multifunctional new area, the paper puts forward that the city should have relatively outstanding advantages in both quality and quantity of talented personnel resources with more rational structure and disposition, more active mo-bility and more diversified training system. So the strategic thinking on the construction of Shanghai's talented personnel resources highland should not be fettered by the traditional mode of thinking of de -pending only on conventional education . Modern distance education instead should be actively deve -loped based on modem educational technology . For this reason , it is stressed that both the city go -vernment and educational administrative sector should attach importance to modern distance education and bring its function into full play in general decision-making, and in respect of financing, optimized distribution of educational resources and the policy of opening up in school-running, give great support.
