摘　　要：新型农牧区医疗制度是党中央、国务院和自治区党委、政府为了减轻广大农牧民看病负担、保障农牧民健康水平、加快农牧区小康建设步伐的一项民心工程、德政工程。为切实了解西藏基层新型农牧区医疗制度工作的基本情况,积极探索适合西藏基层医疗卫生服务和保障制度方面的新机制,对贡嘎县以及所属乡镇的医疗卫生人力资源、卫生服务和医疗卫生现状等情况进行了调查,并在此基础上,针对贡嘎县医疗卫生面临的突出问题进行了综合分析与研究,提出了相关的对策与建议。The new medical system in agricultural and pastoral areas is the project of common feelings of people and benevolent rule project of central state government and government of TAR in order to reduce the burden of famers and herdsmen seeing doctor, to ensure the health level of farmers and herdsmen and to accelerate the building a pace and comfortable life in agricultural and pastoral areas. The situation of health human resources, health services and health status of Gongga County and the township were investigated for understanding the basic working situation of the new medical system in the agricultural and pastoral areas and exploring a new mechanism of health services and security system suitable for the grass-root unit in Tibet. The problems faced on the medical health in Gongga County was comprehensively analyze and puts forward relevant countermeasures and suggestions for the promoting the reform of medical health going smoothly in Gongga County.
