传统政治文化与行政监督实践活动的冲突分析

摘　　要：从行政监督的角度谈中国传统政治文化,其消极影响归纳起来主要有:重视伦理,轻视法治;尊畏权势,卑鄙平民;喜好集权,厌恶民主;不求有功,但求无过等四个方面。其所给行政监督实践活动带来了有力的文化冲突主要表现为:中央与地方的权威方面;法治与人治的规则方面;国家与个人的利益方面以及伤国与伤民的情感方面等,文章以为应在理念与心态,组织与策略,权威与规则以及利益与情感等方面进行现代转换。Analyses on Chinese traditional political culture from the view of administration-supervision,we can find that its defections are mainly follows: Value ethics,despise the rule of law;respect and fear power,despise civilian;pursue centralization,disgust democracy;don’t pursue a great achievement,but expect no fault aspects.As a result,it brings cultural conflicts to the administration-supervision activity : authority of central government and local government;The rule of law and the rule of person;The benefits between the nation and individual person and the harm to the emotion of country and its people etc.,this article thinks that we should carry a modern conversion on the principle and the mindset,organization and strategy,authority and rule,benefits and emotion etc.
