摘　　要：教学质量保障体系的建构是高等学校提高教学质量的关键环节,也是本科教学合格评估的要求。以全面质量管理(TotaLQuality Management,TOM)的理论与方法作为基础,分析本科教学质量保障体系的关键环节和控制点,通过找准办学定位定位,建立全面质量管理运行机制,优先发展关键环节和控制点,培育学科专业特色特色,提高教学质量管理水平等途径科学构建新建本科院校教学质量保障体系。The construction of teaching quality guarantee system is the key to improve the teaching quality of higher school, and requirements of undergraduate teaching qualification assessment. Based on the total quality management (TotaL Quality Management, TOM) as the basic theory and method, to analyze the key link and control point of undergraduate teaching quality guarantee system, through adjust the orientation of school running orientation, establish a comprehensive quality management operation mechanism, giving priority to the development of key points and control points, cultivating subject characteristics, improve the quality of teaching management level to construct quality guarantee system in newly built undergraduate universities.
