香港发展社会企业的经验及对广东的启示

摘　　要：残疾人是城市的主要贫困群体,发展残疾人社会企业是缓解残疾人贫困的重要一环。近年来,主要为弱势群体提供就业机会的社会企业在香港得到长足发展。广东毗邻香港,有必要借鉴香港社会企业的经验,大力发展残疾人社会企业。具体发展建议包括:设立政府专项"种子基金",资助残疾人士的创业;落实发展社会企业的"抓手";培养与吸纳社会企业家;建立社会企业发展的法律法规体系等等。People with disabilities are the main body of poverty group in cities. To develop social enterprises is considered to be a major step of alleviating poverty of them. In recent years, social enterprises which provide jobs for vulnerable groups have developed quickly in Hong Kong. Nearby Hong Kong, Guangdong needs to learn its experiences to quicken the pace of developing social enterprises. This research put forward four advices: founding up seed fund by the government to sponsor the disabled people who set up own business; to implement favorable policies for developing social enterprises; to nurture entrepreneurs and establish legal system mechanisms for its develop social enterprises.
