摘  要:对当前我国国民收入初次分配中热点问题的实证分析显示:我国目前的雇员薪酬比重与"期望值"相比不是低了而是高了,过度垄断因素及相关的不合理分配,既是目前雇员薪酬比重偏高的重要原因之一,也是收入分配结构不合理的重要体现。政府在收入分配中应当发挥双重调节职能,一是调节国民收入初次分配,保证社会经济活动起点、过程与机会的"公",二是调节国民收入再分配,增加收入分配结果的"平"。Empirical analysis of hot issues on present primary distribution of national income in China shows that the current employee's remuneration proportion is higher than the 'expected value', unlike what many people might think; and that excessive monopoly and relevant unreasonable distribution is one of the important causes of the current relatively high proportion of national income going to employees and also an important reflection of the unreasonable income distribution structure. The government should play a dual regulatory function in income distribution; one is to adjust the primary distribution of national income and ensure 'equality' in all social and economic activities in aspects of starting point, process and opportunity; the other is to regulate the redistribution of national income to help reduce income gap.
