摘　　要：本文从区域差异这个角度出发,以排污税费政策(排污收费制度)为对象,对我国排污收费制度的构架和运行模式进行了相关分析,指出忽略了区域差异的排污税费制度存在的缺陷,最后基于主体功能区划,提出我国排污税费制度调整与创新的思路。On the perspective of regional variation,the paper focuses on the impact of regional variation on China's PCT,corresponding the analysis the theoretical model of PCT and points out the backwards of PCT lack of regional variation. Finally,the paper brings out several suggestions on the policy adjustment of PCT and its solutions based on the implementation of the main national functional areas.
