摘　　要：本文根据2003-2010年全国分省区的面板数据进行实证分析,发现我国的最低生活保障制度对劳动力市场有着积极的影响,现有的城市最低生活保障标准和低保覆盖面对劳动力市场有着积极的作用,没有增加失业,而是促进了失业率的降低,因而低保在中国没有产生"养懒汉"的副作用。Through the demonstrative analysis by the provincial panel data of the Minimum Living Security from 2003 to 2010,we find that the social assistance system has a positive impact to the labor market in China. The minimum living security standard and coverage have active influence to the labor market. The system didn't increase unemployment but promote the unemployment rate decrease,and didn't emerge the side effect of cultivating lazybones.
