科技人才评价中的发展性理念——剑桥大学的案例及启示

摘　　要：根据我国关于科技人才评价研究的文献分析结果,已有研究大多围绕评价的内容、指标、方法等展开,对评价理念的关注不够;发展性的评价理念虽受推崇,但对其内涵的阐释不足。本文以作为发展性评价理念来源地的英国为调研对象,选取其中的典型代表"剑桥大学员工评议与发展计划"为案例,通过分析其起源、理念、顶层设计、实施过程、保障体系等,系统介绍了剑桥大学在"提高工作效率,促进职业发展"理念指导下,将强制性的评价理念转化成为一种发展性的理念,通过定期评议共同实现组织目标和员工职业发展的过程。在此基础上,反思我国科技人才评价发展性理念的基本内涵,为评价的实施提供具体指导。Researchesof literatures about S&T talents appraisal mostly focused on the contents,indicators and methods,but the studies ignore further analysisof review concept especially the developmental- concept. By analyzing the'staff review and development'scheme of CambridgeUniversity,this article introduces the concept of staff review which was called'enhancing work effectiveness and facilitating career development',the process of conceptual transformation from compulsory- concept and development together with individual ambitions and organizational objectives. Finally,the authoradvocates the fundamental connotations of developmental- concept of S&T talents review in China.
