美国高等教育跨州区域协作的达成——高等教育州际协作组织活动的视角

摘　　要：美国高等教育跨州区域协作的一个重要途径是建立高等教育州际协作组织,借助这些组织的活动来达成。美国高等教育州际协作组织在高等教育机会扩大、信息资源建设和共享、政策研究和实施、特殊教育需求满足等领域开展了一系列州际协作活动,期望通过这些活动来充分利用教育资源,降低高等教育成本,提高教育服务质量。美国高等教育州际协作组织之所以能够建立并有效运行,既源于其具有适宜的制度环境,也在于有大量范例可借鉴和专业的研究机构提供指导。高素质的组织人员和成熟的工作机制,也为高等教育州际协作组织有效运行奠定了组织基础。An important channel of attainment of interstate cooperation of American higher education is to depend on the activities of higher educational interstate cooperation organizations. American higher educational interstate cooperation organizations have carried out a series of cooperative activities in the field of increasing opportunities of higher education,constructing and sharing information resource database,researching and implementing policies,meeting special educational needs,so that educational resources can be utilized effectively,educational cost can be reduced,the educational quality can be improved. Reasons of the construction and effective operation of American higher educational interstate cooperation organizations are such factors as the suitable system environment,good examples for imitation and guidance form research institutes. In addition,good-quality personnel and operating mechanism lay the foundation for those organizations.
