期权腐败生成的传统文化因素探析

摘　　要：传统文化中的一些思想元素对期权腐败的产生具有直接或间接的诱掖作用,其中当官发财、违规逾矩、感恩图报等是期权腐败产生、对贪腐行为容忍乃至放纵的思想根源和犯罪掩护。防止期权腐败不仅要完善法律法规,强化监督制约,加大惩治力度,还要努力消除传统文化中助长其滋生和蔓延的社会土壤。Some elements of traditional thoughts have incentive effect directly or indirectly on option corruption. Some so- called official standard thoughts are the social soil of option corruption and favorable atmosphere to tolerant and indulge corruption: the thought of taking office as the main route to wealth is the behavior criterion and the power source of corruption,illegal thought is an important support the option corruption,trustworthy promise is the confidence and assurance of a corruption,and owing a debt of gratitude and hoping to recompense is a cover for briber. To prevent the option corruption,we should not only improve laws and regulations,strengthen supervision,and increase the punishment,but also eliminate the traditional factors that help breed and spread the option corruption.
