主动减速背景下建设生态文明的逻辑与思路

摘　　要：中国经济已在事实上经历了一段较长的减速期,中央政府的经济增长目标和经济增长计划表达了主动减速倒逼经济发展方式转变的愿望,生态文明建设成为减速背景下转变经济发展方式逻辑上的政策着力点。通过发展知识产业与环境产业和释放生态文明建设的制度红利获得新的经济增长动力,通过转型需求结构和满足民众生态型公共产品需求重构经济社会发展体系,是主动减速背景下建设生态文明的实践思路。China's economy has experienced growth deceleration for a long period. Scholars at home and abroad have made analyses of the main reasons from the angle of the economic development cycle and mode theory.The central government's economic growth goal and economic growth plan embody wishes to force the transmission of the pattern of economic development by slowing down economic growth actively. Construction of ecological civilization that will bring about new economic growth point and reconstruct of the economic and social development system should be the key point to transform economic development pattern under the background of deceleration. Realization of this goal lies in the following two methods,firstly,to attain economic development impetus by developing knowledge industry and environmental industry,and by deepening the reform to release system bonus,secondly,to reconstruct the economic and social development system by expanding domestic consumption demand and satisfying the need of public ecological products to ease the main aspects of the social principal contradictions.
