摘　　要：目的:为了改善目前农民工基本医疗保险异地难以转接的现状,总结了近年来学术文献中对农民工基本医疗保险关系异地转接的研究成果。方法:从农民工基本医疗保险异地转接研究的必要性、转接过程中存在的问题、产生问题的原因以及政策建议等方面对相关文献进行梳理。结果:针对农民工流动强这一特性,从其从业特点、医疗保险制度设计的兼容性、政府对制度执行力度以及医保统筹层次等角度总结归纳观点。结论:从近期来看,应建立相关协调机制来处理农民工在异地间就医、支付及报销问题;从远期来看,需要政府统筹制度,完善政策法律及创新管理,从而更好解决此难题。Objective:To improve the current situation of difficulty for long-distance transformation of primary medical insurancefor rural migrant workers, it summarized the research achievement of long-distance transformation of primary medical insurance for ru-ral migrant worker in recent scholarly literature.Methods:Relative literature were summarized through necessity of long-distancetransformation of primary medical insurance for rural migrant workers, the existing problems in the transformation process, the reasonsfor the problems and policy suggestions.Results:Points of views were summarized according to the flow characterization and employ-ment characteristics of rural migrant workers, the compatibility of medical insurance system design, the system implementationstrength of government and the perspective of insurance pooling level.Conclusion:For short-term, it should establish related coordi-nate institutions in handling rural migrant workers getting medical treatment, payment and reimbursement in long-distance; forlong-term, it needed government pooling system, implement policy, law and innovation management, so as to resolve the problem better.
