摘　　要：1963年,海河流域爆发了历史上罕见的大水灾,损失甚巨。在"一定要根治海河"的号召下,冀、鲁、豫、京、津五省、市密切合作,掀起了持续十五年的"根治海河"运动。此次治理采用了最新技术成果,兼顾了农业增产和保护城市的目标,注重全面综合治理,在防灾减灾及环境治理方面取得一定成就,但因措施不力或治理水利水平的局限性,海河远未"根治",多方合作、多措施治理依然是保障流域安澜与发展的重要条件。In 1963,the haihe river basin outbroke the great flood rarely seen in history and suffered serious losses. Under the call 'we must permanently Harness the Haihe River',five provinces and cities in Haihe River Basin Closely cooperated and continued vigour and vitality 'Permanently Harnessing the Haihe River'movement for 15 years. The project adopt the latest technological achievements,took into consideration the needs of agricultural production and protection of the city,and focused on comprehensive governance. It had made some achievements in disaster prevention and environmental governance.But due to the inadequate measures or knowledge level limit,the Haihe river is far from radical. The governance of multilateral cooperation and many measures is still an important condition for the protection and development of the basin.
