摘　　要：随着高校研究生的招生规模不断增长,研究生党员的基数不断增大,党员的发展和教育管理工作也存在着许多新的难点。如何在新形势下改革高校研究生党员发展与教育管理工作体系,建立"育人为本,德育为先"的新型教育管理模式,以应对新形势下对研究生党员新的素质要求成为本文讨论的重点内容。With the continuous growth of postgraduateenrollment, graduate student Party member base increases,the development of Party members and the education and management there are many new difficulties. How to study inUniversities under the new situation to reform thedevelopment and education of Party member studentsmanagement system, the establishment of 'people-centered education, model education management mode of moral education for the first', to deal with the new situation of graduate Party members in the new quality requirementsbecome the key content of this paper.
