构建家庭文化下的农村社会保障制度模式

摘　　要：西方的基督教文化孕育出西方式的社会保障,我国的儒家文化则形成了家族式保障。当前,在城市居民享受了社会保障的福利之后,农村的养老保险、医疗保险问题就显得十分突出。因此,要在家庭文化背景下构筑有中国特色的农村社会保障体系。我国的农村社会保障体系是一个以家庭联产承包责任制为基础,以农村家庭保障为主线,以家族成员互助为补充,把政府和社会各方面力量结合在一起的统一体。The Christian culture in the West has produced its social insurance system while the Confucian culture in China has produced its family-supported insurance system. In modern China when the city dwellers enjoy the government-supported social insurance, the medical insurance and the insurance for the aged in the countryside have become serious problems. Thus, the authors of this paper propose to establish a family-supported insurance system in the countryside. The social insurance system in China's countryside is an organic whole composed of the family contract responsibility system and the mutual help from the family members and all the institutional forces of the government and the society.
