摘　　要：　定量研究了中央政府发起和建设统一电子政务系统平台的管理策略及效益问题.建立了地方政府的收益模型,确定了地方政府的最佳参与时间,并对各个相关影响因素进行了分析.然后,在此基础上给出了中央政府的补贴模型以及模型寻优求解的数值算法.The supervisal policy and benefit of the united e-government system platform which central government initiated is analyzed quantitatively. Based on the benefit model, the optimal time for local government taking part in e-government platform and its related influence factor are investigated in the paper. Then the subsidy model of central government and its algorithm of searching optimization are proposed.
