摘　　要：从生产力理论、公共经济学的基本原理及产业的基本要素等角度阐述并论证了高等教育的产业属性,通过分析高等教育过程的重要因素———文化知识的公益性、高等教育投资主体的公共性以及高等教育性质的公平性论证了高等教育的公益性,从而得出我国高等教育具有二重属性,即产业性和公益性。The paper approaches the proprieties of higher education from the perspectives of the theories of productivity, public economics as well as the fundamental elements of industry. Also by the analysis of the key factors in the process of higher education, with the publicities of knowledge and the investors of higher education on one hand and the fairness of higher education on the other, the writer comes to the conclusion that higher education in China has a dual propriety, that is, the industriness and publicity of higher education.
