海事中人为因素的调查与分析

摘　　要：人为因素是导致海事发生的主要原因,也是海事调查的难点所在。本文在对IMOA.849(2.1)决议内容的研究基础上,分析了人为因素、SHEL模式的基本理论和特点,总结出人为因素的基本内容。并利用SHEL模式对引航事故中的人为因素进行了调查与分析,并提出了一些建议。Human factors are the main cause of creating maritime casualties, it is also the difficult point of maritime affair investigation. On the basis of studying the Resolution A.849 (2.1) of IMO, the human factors, the basic theory of SHEL Mode and its features are analyzed in the paper, and the basic contents of human factors are summarized. Then, the SHEL mode is adopted to investigated and analyze the human factors in piloting incidents, and some suggestions are presented.
