摘　　要：SCI现象已引起了学术界的广泛关注,产生这种现象既有客观原因,也有人为的主观因素。在分析造成这种现象根源的基础上,辩证地论述了学术评价中论文的量与质的关系,并就合理使用SCI进行学术评价,完善科研评价制度,建立社会化科研评价体系提出了建议。SCI phenomenon has gained much attention in the academic field and the root cause of this phenomenon is both objective and subjective.This paper,based on an analysis of the cause of this phenomenon,dialectically discusses the relationship between the quantity and quality of academic papers in academic assessment and makes suggestions for the rational use of SCI in academic assessment,the improvement of the assessment system for scientific research and the establishment of a socialized assessment system for scientific research.
