摘　　要：提高高校实效,关键是健全机制。这需要更新德育观念、健全领导体制,以从思想和组织上奠定基础;强化分工与协调,以使德育工作保证质量;确保经费投入,以保证德育工作顺利进行;优化师资队伍,以提升工作效率;注重学生自育,以实现由被动德育到自觉育德的转变;完善监督机制,以确保德育实效。The system reform is crucial in improving the actual effect of college moral education,which means renewing the traditional idea of moral education and amplifying the system of leadership to lay a foundation in both ideology and organization,strengthening the division of labor and its cooperation to ensure quality, ensuring the investment of funds to make the moral education go on smoothly, improving the structure of teachers to raise efficiency,attaching importance to students' self-education to change the passive moral education into the active moral education to students and perfecting the supervision system to guarantee practical results.
