农民负担的产生原因与对策分析

摘　　要：　农民负担问题关系着国民经济的全局,甚至关系到中国的前途和命运,虽然国家政策规定的合理负担呈下降趋势,但大量隐性负担仍十分沉重。负担过重严重影响着农民生活水平的提高,严重制约了农业的发展后劲,从而引发各种社会矛盾。必须系统考虑,综合治理,大胆的进行制度创新,可以从以下几方面入手,真正解决减轻农民负担的问题:(一)强化各级干部思想认识,提高素质;(二)强化监督,落实民主选举;(三)改革农村现行财税体制;(四)发展社区经济,壮大集体经济实力。The issue of farmer's burden concerns the national economy, even the future of the nation, yet the recessive burdens are still heavy though the rational duties are generally dropping, therefore it seriously hinders the up-lifting of the living standard of farmers and the advance of agriculture, and brings about various social conflicts. This paper, then, proposes a few approaches to reduce farmer's burden, on the basis of systematic consideration and courageous administration reform.
