摘　　要：门户网站是政府运用现代信息技术向社会提供管理和服务的窗口。如何使用科学的方法加强对门户网站的评估,解决门户网站发展中存在的问题,已经成为电子政务建设中一个非常重要的问题。文中将电子商务的理念引入电子政务,以电子政务的服务功能为导向,提出一种面向用户的电子政务门户网站评估方法。利用该方法可以改进门户网站的设计,提高其服务质量。The government portal Web site provides administration and services to the society in use of the modern information technology. How to strengthen evaluation of the portal Web site and solve the problems has become a very important issue in the construction of E-government. In this paper, presents a user-based method to E-government portal Web site evaluation by inducting the concepts of E-commerce into E-government and enhancing the service function of E-government. By applying this method, can improve the design of E-government portal Web site and increase its quality of service.
