摘 要:中国农村义务教育财政体制的改革,应以农村义务教育是农村的一项十分重要的公共产品作为基本理念,以国家财政为公共财政作为制度背景,在公共财政框架下,区分地区差异,明确各级政府的财政责任,建立东部、中部、西部分地区分级负担的政府农村义务教育经费分担机制。在东部地区的7省、直辖市,建议实行以县级和省级、直辖市级政府作为投资主体的农村义务教育财政体制;在中部地区的12省,建议实行以中央和省级政府作为投资主体的农村义务教育财政体制;在西部地区的12省、自治区,建议实施以中央政府作为投资主体的农村义务教育财政体制。The current reform of financial system for rural compulsory education should be guided by the basic concept that rural compulsory education is an important public product in rural areas. Within the framework of public finance, regional gaps must be differentiated and governments' responsibilities at different levels must be clarified for establishing a sharing financial system for compulsory education in rural areas. It is suggested that the governments at the county, municipal and provincial levels should serve as the subject of public investment in rural compulsory education in the eastern region of 7 provinces and municipality. In the central region including 12 provinces, the central government and provincial governments should be the subject of investment in rural compulsory education, while only the central government should serve as the subject of investment in rural compulsory education in the western region consisting of 12 provinces and autonomous regions.
