摘 要:本文首先确定系统目前的人力资源结构现状及远期人力资源结构目标期望值,然后建立数学模型分析过渡期前后两个阶段系统内部人力资源结构的数量关系,通过模型的计算,提出了过渡期内系统为实现远期目标期望值而应采取相应人力政策的若干组理论参考值,供系统决策部门在制定过渡期内的进人计划及系统员工参加成人教育取得更高层次学历的人数等政策时提供理论依据。This paper firstly exposes the present structure of the humen resources of the departments concerned and sets the long-tern goal for the develoment of human resources. After analyzing the quantitative chang patter of human resources in the interim of develoment, the paper pus forward the government should improve the structure of the human resources by using this Mathematical model to achive its policy target, and deduces by model caculation a series of theoretical reference value for such policy-making of human resources as recruitment plan, on-jobtraining and upgrading of qualification.
