摘　　要：农村义务教育经费短缺、农民义务教育负担过重等问题一直是我国农村义务教育融资中未能很好解决的难题。文章对各级政府组织、农民在农村义务教育融资过程中博弈行为进行分析 ,并在此基础上 ,分别从农村义务教育经费分担比例、农村义务教育经费征收率、非正常转移支付成本、非正常征收成本四方面对如何完善农村义务教育融资制度提出建议。There exists some problems that can't be resolved satisfactorily in Chinese rural compulsory educational financing. For example, the rural compulsory educational financing is insufficient, the educational burden of farmers is heavy etc. The thesis analyzes the interaction game behavior between governments and farmers in the process of rural compulsory educational financing. And on the basis of the analysis, the thesis ponders the problems further and provides some countermeasures against them.
