摘　　要：委托经营管理模式其核心内容在于财产所有权与经营权两权分离 ,明确所有者与经营者各自的职责 ,在风险与利益共担 ,压力与挑战并存的情况下 ,充分调动经营者的积极性 ,改善管理 ,从而提高自身的竞争力。上海城市社区卫生服务中心实行委托经营改革的目的就是真正转变其功能 ,实现“六位一体”,提高社区卫生服务中心在市场经济的大环境中的竞争力。本文通过对实施委托管理一年的临汾社区卫生服务中心的研究 ,总结了其委托管理改革的内容、方法及改革成效等 ,进一步探讨了城市社区卫生服务中心实行资产委托经营管理的可行性 。The core mandatory administration lies in separation of proprietary rights from management rights, specifying duties of each other, bearing risks and benefits, burdens and challenges, arousing enthusiasm of managers, strengthening competitive ability by improving management. The purpose of implementing reform on mandatory asset management of community health service center in Shanghai is to transform the function into sextet and enhance the competitive ability in economy market. The author established a quite scientific management method of operation after one-year reform of assess mandatory administration in community health service center. The author discussed the content, method and effect of reform of mandatory administration and further reform.
