摘　　要：在新的社会条件下 ,开展群众性经济技术创新工程 ,必须要建立畅通有效的领导体系和运行机制 ,工会要以强烈的责任感积极组织实施 ,充分动员组织广大职工积极参与创新工程 ,还要健全评价、管理、激励机制。Under new social circumstances, to carry out mass innovation project of economic technology, we have to establish unblocked and effective leader system and function system. The trade unions should, with strong sense of responsibility, actively organize the implementation and fully arouse and organize the staff and workers to actively take part in the innovation project and perfect the system of evaluation, management and stimulation.
