摘　　要：立足于中小企业技术创新政府扶持的必要性,通过分析政府扶持中小企业技术创新的制度机制,指出了中小企业技术创新政府扶持体系的组织层次性、功能针对性、运行合法性以及构成的系统性。Based on the necessity to support SMEs' Technical Innovation by government,this research analyzes the Mechanism of SMEs' Technical Innovation Support System by Government,and puts forward the characters of this system,such asorganic hierarchy,functional pertinence,various types,legally work and systemic structure.
