摘　　要：依法治国与以德治国相结合这样一个重要指导方针的提出,是我们党得出的正确的治国基本方略。实现依法治国与以德治国相结合,必须处理好党的政策与法律的关系,首先必须保障依法行政,再者加强以德治国,形成社会主义的道德规范,与以法治国相补充,实现依法治国与以德治国的完全结合。The proposition of the policy that we should govern the country with the combination of both law and morality as one of the guiding principles is the basic policy drew by the party. The relationship between policy and law should be dealt properly in order to carry on this policy. Firstly we should ensure the governing of the country by law, and overcome the tendency of replacing law by the party and other similar tendencies. Then we should also enforce the socialist moral standard of running the state by morality and replenish the way of governing the country by law in order to govern the country with law and morality.
