摘　　要：政府垄断经营使自然垄断产业长期处于低效率的运转状态 ,因而迫切需要对自然垄断行业的管制进行改革。改革的中心在于调整垄断和竞争的系数。改革的标准是有效竞争。从健全法律制度实现政企分离 。The natural monopolized industry has been in the situation of lower efficiency because of the governmental monopolizing management.It is urgent to do the reform of the control in the natural monopolized industry.The center of the reform is to adjust the coefficience of the monopoly and competition and the standard of the reform is the effective competition.The paper draws out the suggestion as to perfecting law system and enhancing policy suppert encouraging fair competition.
