摘　　要：当前西北战区人才队伍建设面临着培养的人才回不来，现有的人才留不住和引进人才的难度大。从三个方面论述了目前政策调控在西北战区人才保留方面的缺撼。分析了对西北战区人才培养实施政策扶持的必要性。提出了上级对西北战区人才保留实施政策扶持的基本范围。对西北战区医学科技人才保留实施政策扶持后可能产生的负面影响进行了浅析。Northwest Operations Theater is now facing some problems in the construction of human resources, i. e. it is difficult to call back those who are receiving training outside, to preserve those who are working at the posts,and to import those who are wanted from other areas. The article documents the shortcomings in policy control of the human resources from three aspects, analyzes the necessity of policy intervention on the training of human resources, proposing some suggestions for the superior leadership, which include: The headquarters should issus some more sensible policies to re - emphasize that graduates must return to the Northwest on graduation, a supervision system involving the Headquarters,the Region,the training institution and the unit responsible for the trainee should be established;the two - way flow mechanism should be formed; advantageous policies be formulated,and joint training of graduates should be strengthened. The article also predicts possible negative outcomes when the proposed policy intervention is brought into effect.
