摘 要:河南省新县1990年普及初等义务教育,到1997年实现了“普九”,并在世纪之交继续提高,巩固了“普九”成果。他们的做法与经验对我国中西部地区实施“普九”攻坚,具有重要的借鉴价值。他们的具体做法是:以普及初等教育为基础,努力提高小学教育质量;多方筹资加大投入,强化农村义务教育管理;把老解放区奋发图强的光荣传统教育与实施科教兴国战略教育相结合,提高干部群众的重教意识;努力改善初中办学条件,提高师资水平;实行防控初中生辍学责任制,不断完善目标管理制度;以就业为导向,办好农村职、成教育。In 1990 the Xin county of Henan province popularized the elementary compulsory education and then in 1997 realized the popularization of nine-year compulsory education, whose result was furthered at the intersection of century. Their experience is worth learning in popularizing the nine-year compulsory education in the middle and western areas of our country. With the popularization of elementary compulsory education as the basis, they tried to improve the quality of elementary education. Besides, they reinforced the management of compulsory education by raising money from different channels, combined the education of keeping up the glorious practice of working hard for the prosperity of the country in the liberation areas with the education of practicing science and strategy, raising the awareness of stressing education of both carders and mass , tried their best to improve the junior schools' conditions and improve teachers' teaching as well as carried out the responsibility system of preventing and controlling the junior students' dropout, making the management system more perfect. Finally, they went to great lengths to practice the employment-oriented vocational education in the rural areas.
