摘　　要：知人善用,留住人才是人才资源开发和管理的最终目的,要实现这一目的的关键因素是全面理解人本管理的内涵,而重点则是建立公开、公平的竞争机制。Discovering able people and putting them in the suitable posts and holding the talents is the terminal target of the development and management of the human resources, and the key factor of realizing this target is comprehensive understanding the connotation of the humanistic management, and the key point is establishing the open and fair competitive mechanism.
