摘　　要：目前我国已经进入了一个危机事件高频率发生期,政府作为公共事务管理者,如何及时有效地应对这些危机事件,关系到政府在公民心目中的权威地位和良好形象,直接影响着我国政治经济的稳定和发展,进而关系到国家政权的生死存亡。因此,构建公共危机管理机制迫在眉睫。Now china is coming into the times of crisis affairs taken place frequently, as the public affairs administrator, the government is concerned with its authority and influence by the public, how to deal with these crisis affairs timely and effectively, even is concerned to effect the stability and improvement of the state's politics and economy as well as the state's political power stability. So, it's very important and too imminent to construct the institutions of the public crisis affairs.
