摘　　要：通过对中国现有船员资源的数量和质量两大要素的分析,可以看出中国高素质远洋船员的资源严重短缺。国际船员劳务市场对船员资源的需求很大,如何让中国的航海教育、培训资源发挥最大的效益?给我们广大船员管理者带来新的思考、新的机遇和新的挑战。希望中国在船员劳务外派、船员培训体制上进一步改革开放,让更多的境外船东、船舶管理公司和培训机构深入到中国,培养出更多更好的中国船员。We can find out that China is witnessing a critical lack of high quality seafarers by the analysis of the quantity and quality of the present seafarer resources, especially against such a background that the international manning market for seafarers is so large and strong. As a great country with such a large number of people, how will China play its part on the stage of international seafarers manning market? What way can the resource of maritime education and training of China display to its full effect? Both of the above questions propel us toward pondering. What we are facing today is not only new opportunities but also new challenges. Nowadays, China should insist on its reforming and opening-out in the system of sending-out and training of seafarers and even go further. It will facilitate more ship owners, relevant management corporations and training organizations on their way into China; therefore, we can enjoy more and better Chinese seafarers. [
