摘　　要：物质帮助权是我国公民的一项基本权利。作为物质帮助权在我国农村落实的新形式,建立新型农村医疗合作制度对贯彻公民基本权利、解决"三农"问题以及建设社会主义法治国家具有重大意义。The right of being helped is a basic right for the citizens in our country, and it is a newly - stated form in the countryside. The foundation of new medical cooperative regularations has great significance for canyying out the basic citizens rights, solving the three agricultural problems and developing a law - ruled socialism country.
