高校图书馆资源配置机制问题探讨

摘　　要：市场机制对高校及其图书馆具有基础配置作用 ,但在转型发展期 ,市场机制是不完善的 ,市场信息不充分 ,高等学校缺乏足够的办学自主权 ,各个高校图书馆也缺乏相应人、财、物充分的支配权 ,这就严重制约了市场机制基础作用的发挥。因此 ,必须转变政府职能 ,确立高校的自主权 ,重塑图书馆资源宏观配置的微观主体 ,保证高校图书馆相应的自主权 。The market mechanism plays a very important role in the basic allocation of colleges and universities, but the present market mechanism is imperfect during the time of transition. The lack of power in running colleges and universities and the lack of the power in budgeting the funds and allocation of corresponding personnel, and materials seriously restrain the basic role of market mechanism. Therefore, it is highly necessary to alter the functions of the government, to establish the power in running schools, to reshape the allocation of resources microscopically and macroscopically, and to guarantee the effectiveness of the power in running schools and to provide the necessary conditions to bring the market mechanism into full play.
