新开发区基准地价水平偏低的原因分析与研究——以陕西铜川新区为例

摘  要:基准地价评估是各级政府实施地价管理的一项重要基础工作,但对于新开发区而言,首次评估的基准地价水平往 往偏低。陕西铜川新区基准地价水平明显偏低,基准地价水平高低对新开发区经济发展有一定的影响。目前新开发区基准地价评 估中,基准地价应在样点测算的基础上,充分考虑地方政府的经济发展政策,同时又要保证国有土地资产的保值增值。The standard land price appraisal is significant base work that the government of all levels implement land prices administration, but as far as new development district is considered, the standard land price level original appraised is frequently obvious lower than its real price. Taking TongChuan fresh district as an example, this paper analyzes the reasons of fresh development district standard land price level on the obvious low side,and explains how the standard land price affects the economy development of fresh development district, which supplies theory decision base that government establishes rightful standard land price level. Finally, the author puts forward some proposal of assessment of the present fresh development district standard land price, and thinks that the standard land price should sufficiently consider the local government economy development policy and guarantee former value or adding value of the nation land assets, based on sample measured and calculated.
