摘　　要：“九五”计划以来 ,我国战略重点西移 ,给西部带来极大的机遇。在促进地区经济发展中政府政策的倾斜作用是非常重要的 ,但是在当今市场经济条件下 ,政府的作用取代不了市场 ,必须利用市场经济手段及所造就的条件发展地方经济。西部的振兴在于市场趋向的改革。本文强调西部要振兴应首先处理好政府政策与市场的关系 ,从原来依靠国家推动变为依靠市场推动 ,变“靠”政策为“用”政策。并分析了西部落后的原因在于市场取向改革滞后。提出西部经济要发展必须更新观念 ,改革体制 ,转变机制 ,真正把市场经济体制框架建立起来 。After the 9th Five year Plan, the focal point of our country strategy moved from east to west,which brings up a lot of chances for the west China. During the process of economic growth, although the influence of the government policy is very important, it can't replace the market under the condition of market economy. The policy maker should make good use of the market to achieve economic growth. That is to say developing the west China depends on the reform of market-orientation.Dealing with the relation between the government and the market properly is the key to the economic development of the west China. It is important to depend on market instead of government .In other word, we should “use” the policy instead of “depend on” the policy. The reason for the less development is the lack of the reform of market orientation. In the end, the author put forward that development in the west China needs the change of mind and system, the built up of the market economy system, and making good use of the two kinds of markets and resources.
