摘　　要：从加快依法治教进程,实施宏观管理和体制创新,适应加入世贸组织的要求以及高校微观管理实践几个方面论述了高教管理必须加快从依靠政策到依靠法律的转变,提出如何加快转变的几点设想。Hastening the process managing high education by law, using macro- management and micro- management, creating a new system and meeting the requirements of WTO, from these aspects, the author shows that management of high education must be changed from relying on policy to relying on law and puts some suggestions.
