农村人力资源开发的思考

摘　　要：我国农村人力资源数量大、素质低，数量大表明其蕴含着巨大的潜在生产力，素质低则说明了进行开发的必要性和紧迫性。大力开发农村大力资源，建立起农业和农村经济赖以长期稳定发展的人力资本基础，是提高农业在国际市场的竞争力，使农业和农村经济在新世纪发展立于不败之地的保证。The amount of our rural manpower resource is large,but its diathesis is low.It indicats that rural manpower resource contains immense productivity potentially,so developing rural manpower resource is important and necessary.Only in this way can we set up foundation of manpower capital , strengthen the overall economic power in agriculture and rural area,and increase the competitive power in the international market and make it in indefectible position in the 21st century.
