摘　　要：简要介绍了课题制及其特点,分析了实施课题制模式将对地方高校科技发展产生的影响,并针对国家科技计划管理模式改革,探讨了地方高校科技发展的定位以及应采取的一些必要措施。s:This paper briefly introduce the content and feature of the research-topic-centered system. Then after analysing some effects of its application on the development of science and technology of local universities. The paper discurses the new orientation of local universities under this system as well as some measures to be taken according to the reform of the management of the national Scientific research.
